Background and Introduction
NURDEF General Assembly is a unique blend of Chief Administrative Officers, Resident District/City Commissioners, Local Council V chairpersons/Mayors , Town Clerks and Speakers of the various District and Cities. This membership also adds the representatives of the Civil Society Organizations, religious and cultural institutions, and business communities to work together towards a prosperous Northern Uganda.
Despite being launched in March 2019, the Northern Uganda Regional Development Strategic Plan and Investment Plan were not socialized up to the district level where most of the NURDEF constituency members are based. In addition, the recently concluded political elections and other government administrative changes brought on board new leaders in the region who are not fully aware of the NURDEF mandate, roles, and obligations. Further still, NURDEF plans to hold its annual general assembly (AGM) to facilitate the transition of NURDEF leadership to newly elected leaders. Based on this context, NURDEF with support from USAID/Uganda plans to facilitate a one-day Northern Uganda District and City Leaders’ orientation meeting per three districts in nine clusters between October and December 2021.
Meeting Objectives
To introduce the NURDEF Goal and objectives, mandate and structure, roles, and responsibilities to elected and appointed leaders at district and city levels.
To discuss with DLGs and other members the annual subscription as contribution towards NURDEF operations.
To create space for reflection on NURDEF governance and leaderships experiences and gather information about the DLG reps to the AGM.
To work out a framework for continued engagement and collaboration between the leaders and NURDEF Secretariat
Expected outcomes
To gain a clear understanding among leaders of NURDEF Strategy and Investment Plan goals and objectives.
To build consensus with leaders on their roles and obligations towards NURDEF Annual subscriptions
To develop an aide-memoir on how DLGs and City Authorities will deepen the socialization of NURDEF’s aspirations in their respective Councils.
An agreed-on framework for continued engagement and collaboration between the leaders (GA constituency) and NURDEF Secretariat
Participants: The leaders’ orientation meetings will target District Chairpersons (LCVs), Resident District Commissioners (RDCs), Chief Administrative Officers (CAOs), Town Clerks, Resident City Commissioners (RCCs), Mayors, District, and City Council Speakers (or Clerks to Councils).
